Eligibility Explained
The government’s ECO4 (Energy Company Obligation) and GBIS (Great British Insulation Scheme) programmes aim to help households improve their energy efficiency. Eligibility depends on a combination of income, benefits and energy performance:
Qualifying for ECO4
- You receive one of the qualifying means‑tested benefits such as Universal Credit, Pension Credit, Income Support or Housing Benefit.
- Your home has an EPC rating of D, E, F or G.
- You are the homeowner or a tenant with landlord consent.
If you aren’t sure about your EPC rating you can still apply and we’ll check it for you.
Qualifying for GBIS
- You own or privately rent a property in council tax bands A–D in England or A–E in Wales.
- Your home has an EPC rating of D or below.
- You do not need to be on benefits; this scheme is open to higher income households too.
